Abstract

The economic development of poor countries is by its size and complexity, a topic of concern and discussion in the international community.Therefore especially relevant analysis of the fundamental cha- racteristics of the economic development strategies inward and outward, which have been prescribed as the solution to the structural problems that cause underdevelopment of Latin American countries, and determining whether have contributed to the modernization of production, technological inno- vation, diversification of its exports and reduce its external vulnerability and its balance of payments imbalances, to achieve balanced economic develop- ment, equitable and sustainable.
