Social space, public policies and popular participation in disputes over land and housing. Buenos Aires, Argentina, 2000-2021

Abstract
The objective of this article will be to analyze the social space and its relationship with public policies based on participation and disputes regarding the rights and guarantees of access to land and worthy dwelling. The political and ideological tensions that arise in popular participation and state orientation are considered, in the scope of the Autonomous City of Buenos Aires (C.A.B.A) and part of the Province of Buenos Aires, from 2000 to the present. The time periods are varied, trying to observe with them the different public policies implemented by each government, in relation to land and housing, as well as participation, disputes and conflicts. This journey is part of the contrast between the different public policies and the different ideologies that are revealed according to who governs.
We present the conceptual framework and the methodological approach adopted that will accompany us throughout the development of the article. In this sense, we structured the writing from the dialogue between theory and cases, following three analytical axes: “the state and public policies, ideology and its relationship with state orientation”, as well as “participation, disputes and resistance "in relation to" access to land and worthy dwelling".
