Del cumplimiento formal a la coherencia sustantiva: brechas de verificabilidad social en marcos globales de sostenibilidad forestal

Resumo
El estudio examinó las limitaciones estructurales que impidieron a los principales marcos internacionales de sostenibilidad —GRI, SASB, TCFD, TNFD y FSC— traducir sus compromisos formales en resultados sociales verificables, entendidos aquí como impactos respaldados por evidencia auditable y contrastable territorialmente, dentro de la sostenibilidad forestal. A partir de una revisión integrativa crítica de 145 documentos, entre artículos académicos, estándares institucionales y reportes técnicos publicados entre 2010 y 2024, se identificaron dos patrones persistentes. El primero correspondió a una desconexión entre la adopción formal de estándares y la disponibilidad de evidencia sobre impactos sociales verificables. El segundo reveló una asimetría sostenida entre la precisión técnica del componente ambiental y la vaguedad metodológica del componente social. Los hallazgos mostraron que esta disparidad no derivó solamente de la complejidad de los fenómenos sociales, sino también de decisiones institucionales que privilegiaron aquello que podía estandarizarse, auditarse y legitimarse con mayor facilidad. El estudio planteó que avanzar desde el cumplimiento formal hacia la coherencia sustantiva requirió tres desplazamientos complementarios: la co-creación de indicadores sociales con comunidades locales, la instauración de auditorías sociales independientes y el fortalecimiento de la participación territorial en la definición y evaluación del impacto. En conjunto, estos hallazgos ofrecieron una base analítica y propositiva para rediseñar los marcos de rendición de cuentas en sostenibilidad forestal.
