La Responsabilidad Social Corporativa de Empresas Privadas y de la Administración Pública: Especial Referencia al Turismo Residencial

Abstract
El presente artículo constituye una aportación al estudio dela Responsabilidad Social, haciendo extensiva ésta a gobiernosy sociedad civil, y no sólo a empresas como tradicionalmente seha hecho. Estos conceptos son aplicados al estudio del gobiernoresponsable de las ciudades turísticas, especialmente de aquéllasen las que se está desarrollando el turismo residencial, dado elimpacto que éste genera en estos municipios. Se analiza el casodel turismo residencial en España, donde este tipo de turismo seestá consolidando, y el de Costa Rica, país en el que este fenómenoestá actualmente en desarrollo. Finalmente, se formulan una seriede propuestas para un gobierno responsable de estos destinosque implican a la Administración Pública, al sector privado y ala sociedad civil, dado el carácter transversal de la problemáticaabordada.
ABSTRACT
This article constitutes a contribution to the study of SocialResponsibility, making it extensive to governments and society,and not only to companies as it traditionally is done. Thisconcept is applied towards the study of governments responsiblefor the management of tourist attracting cities, especially thosewhere residential tourism is being developed due to the impactit generates on their municipalities. The cases of Spain, wherethis type of tourism is under consolidation, and Costa Rica,where this phenomenon is presently developing, are studied.Lastly, a series of proposals for governments responsible ofthese destinations that implicate Public Administration, privatesector and society are formulated, given the cross-sectionalnature of the problem.
